DOES THIS KIT CENTER THE ENTIRE AXLE LEAVING DRIVER SHAFT OFF CENTERED OR DOES IT CENTER THE PINION/DRIVE SHAFT LEAKING THE AXLE OFF TO ONE SIDE??
You will need to center the axle and the drive line will be off set slightly. Then tack weld your 8.8 kit before completely welding it out.

Does this kit come with the brackets that you cut of the 8.8 rear end and then weld on the new ones so that it works for the Jeep xj shock mount and the mount that goes to the leaf springs?

On this kit no ring, pinion or seals are included. Depending on your year model you will use the following E-Brake cable:
